اقتصاد ایران در حالی وارد سال پایانی سند چشم‌انداز ۲۰ ساله ۱۳۸۴ تا ۱۴۰۳ می‌شود که موفقیت کمی در جامه عمل پوشاندن به هدف رشد اقتصادی برای تبدیل ایران به اقتصاد اول منطقه مطابق با این سند داشته است. در واقع انتظار طبیعی این بود که دستیابی به رشد اقتصادی بالا و مداوم و به‌تبع آن ایجاد مشاغل جدید برای انبوه جوانان جویای کار، هر اولویت دیگر مدنظر حکومت را تحت‌الشعاع خود قرار دهد.

همچون سال‌های گذشته، در روز 22 بهمن مردم ایران در راهپیمایی سالروز پیروزی انقلاب اسلامی یعنی بیست‌و‌دوم بهمن حضور یافتند و خاطره پیروزی انقلاب و نیز شهدای انقلاب و دفاع مقدس را گرامی داشتند. انقلابی که با شعار استقلال، آزادی، جمهوری اسلامی پیروز شد و مردم اعم از خواص یا عوام با برداشت خود -‌هر‌چند متفاوت- از آن استقبال کرده و بر آن پای فشردند

در راستای نظریه "سیاست مغناطیسی" و ارائه راه حل برای معضل "نظام تحریم" ، نه به طریقه متقارن بلکه به نحو نامتقارن ، ایجاد "باشگاه تحریمی ها" می تواند تهدید تحریم را به فرصتی بزرگ تبدیل کند.
تدبیر24»علیرضا فرقانی - آمریکا در 3 دهه گذشته با تغییر مکرر استراتژی های خود در غرب آسیا ، نشان داده است که در 2 راهی انتخاب بین 2 مکتب ویلسونیسم و جکسونیسم مردد است و توان تصمیم گیری برای انتخاب و تثبیت یک مکتب واحد را ندارد. اینکه گاهی با راه اندازی یک جنگ تمام عیار بدنبال تحقق دموکراسی است و گاهی نیز با پیگیری دموکراسی مدنظر خود بواسطه انقلاب های رنگین مدعی ممانعت از بروز یک جنگ تمام عیار می شود حاکی از بی ثباتی آمریکا در اصول و سیاستهای بالادستی سیاست خارجی خود است.

سیال بودن یک سیاست در سطح عملیاتی یا تاکتیکی شاید نشان از خلاقیت داشته باشد ولی خلاق ترین راه حل ایجاد ساختارهای اعم و اخص من وجه است که با اصول مشترک صورت می پذیرد که لازمه آن اتخاذ و تبیین اصولی ثابت و غیر سیال است.

اصول قطعی سیاست خارجی آمریکا در قرن 19 برپایه مکتب جکسونیسم طراحی شده بود که طی آن مداخله نظامی آمریکا در اقصی نقاط پذیرفته و منافع آمریکا را محور طرح ریزی استراتژیک قرار داده بودند اما در قرن 20 ، رئیس جمهور ویلسون پایه گذار مکتب ویلسونیسم در سیاست خارجی شد که بر اساس آن مناقب و ارزش ها را جایگزین منافع آمریکا کرد و "جنگ" به عنوان اصلی ترین گزینه در پیشبرد اهداف سیاست خارجی آمریکا رد شد و تلاش برای ایجاد تعادل قوای جهانی با محوریت دموکراسی به عنوان طرح مقابله با پدیده جنگ رسمیت یافت.

اما در این بین "نظام تحریم" ها (در سطح تاکتیکی) موید همین سردرگمی آمریکا در انتخاب یک مکتب واحد و ثابت در سیاست خارجی است. گاهی کشوری مانند عراق را در ابعاد مختلف اقتصادی تحریم می کند تا پس از تضعیف و تحلیل قوای مردمی و نظامی آن وارد مرحله بعدی یعنی حمله نظامی شود و با یک جنگ تمام عیار خاک آن کشور را اشغال کند و گاهی نیز کشوری مانند ایران که آمریکا توان حمله نظامی به آن را ندارد تحریم میکند تا ملتش را از سیاست های ضداستکباری آن حکومت خسته و در نهایت در یک حرکت انقلاب رنگین ملت را روبروی دولت و حکومت قرار دهد و به بهانه ایجاد دموکراسی خواستار سقوط حکومت و سپس پیگیر احقاق حق اکثریتی شود که طی سال های تحریم از نظر اقتصادی تضعیف شده اند و دیگر توان ادامه تقابل با استکبار و تحمل تحریم ها را ندارند.

به گفته هنری کیسینجر سیاستمدار کار کشته آمریکایی ، هدف اصلی سیاست ورزی ، "ایجاد تعادل و توازن قوا" است و آمریکا با هدف ایجاد تعادل و توازن قوا ، سیاست تحریم را برای برخی کشورها و دولتها برگزیده است که از پس تحریم و تضعیف بتواند آن ملت و دولت را از جامعه جهانی جدا و در نهایت منزوی کند که شاید آن ملت یا از آرمانهایش عقب نشینی کند و یا پس از تضعیف بتواند آن کشور را با کمترین هزینه مورد حمله نظامی و اشغال قرار دهد. حال این سوال مطرح می شود که آیا جهت مقابله با استراتژی "نظام تحریم" آمریکا راه حل و رهیافتی اساسی وجود دارد؟

آیا کشوری که از طرف آمریکا مورد تحریم قرار گرفته است می تواند بازی تحریم را به گونه ای پیش ببرد که این بازی برای آمریکا منتج به یک بازی دو سر باخت شود یا فقط باید به تبعات تحریم بیندیشد که شاید در بهترین حالت ، کمی از تبعات تحریم را مهار کند آن هم با هزینه ای گزاف؟ آیا می توان در بازی تحریم که زمین بازی و قواعد آن را آمریکا تعیین میکند طوری بازی را مدیریت کرد که آمریکا چه در صورت تحریم و چه در صورت عقب نشینی از تحریم ، خود را بازنده دریابد؟

برای چنین راهبردی می توان از نظریه "سیاست مغناطیسی" (magnetic policy) بهره برد. طبق این راهبرد ، قطب مثبت و قطب منفی که در حال منازعه و تقابل با یکدیگر هستند با طراحی یک پدیده جدید که لازمه وجودی آن ، نزاع آن دو قطب است ، بازی به گونه ای پیش می رود که نتیجه دلخواه ما را در پی داشته باشد و با برخورد دو قطب متضاد و سپس بهره گیری مناسب از آن ، هدف خود را دنبال می کنیم. هدف مطلوب ما ممکن است مورد تایید و به نفع یک یا هر دو طرف منازعه باشد یا نباشد و یا هدف مطلوب ما ممکن است به ضرر یکی یا هردو طرف باشد یا نباشد اما نکته اصلی در "سیاست مغناطیسی" این است که لازمه ایجاد و طراحی پدیده جدید فی ما بین دو قطب در حال تقابل ، نزاع دو قطب متضاد است که حال با تحریم دول ، افراد و شرکت هایی از 25 کشور جهان توسط آمریکا ، این نزاع و تقابل رخ داده است و به عنوان یک فرصت بالقوه می توان به آن نگریست که با تشکیل "باشگاه تحریمی ها" به یک فرصت بالفعل مبدل می گردد.

اصلی ترین محور تشکیل "باشگاه تحریمی ها" اقتصاد است و فرهنگ و روح حاکم بر آن نیز مبارزه با انحصارطلبی و قدرت طلبی های آمریکا خواهد بود.

بنا به فهرست منتشر شده از طرف وزارت خزانه داری آمریکا در سال 2014 کشورهای بلاروس، میانمار، کوبا، جمهوری دموکراتیک کنگو، ایران، صربستان، مقدونیه، کشورهای حوزه بالکان غربی، ساحل عاج، عراق، لبنان، لیبی، کره شمالی، سومالی، سودان، سوریه،‌یمن، زیمبابوه، لیبریا تحت ۲۳ قانون از طرف کاخ سفید مورد تحریم قرار گرفته‌اند که در سال های پس از آن تا کنون بسیاری از افراد و شرکت هایی از کشورهای مختلف مانند روسیه و ترکیه و ... نیز به لیست تحریم های آمریکا اضافه شده اند.

یکی از شقوق "سیاست مغناطیسی" این است که پدیده جدید به گونه ای طراحی می شود که یکی از 2 قطب در حال منازعه در هر حالتی بازنده خواهد بود. چه تقابل را ترک کند و چه این تقابل و نزاع را ادامه دهد. اگر ترک منازعه کند نوعی باخت است و اگر به انجام منازعه اصرار بورزد ، با ابتکار عمل طرف مقابل یا بازیگر سوم مواجه خواهد شد که سرانجام بازی برای آن قطب چیزی جز باخت نخواهد بود.

در راستای نظریه "سیاست مغناطیسی" و ارائه راه حل برای معضل "نظام تحریم" ، نه به طریقه متقارن بلکه به نحو نامتقارن ، ایجاد "باشگاه تحریمی ها" می تواند تهدید تحریم را به فرصتی بزرگ تبدیل کند. باشگاهی متشکل از 25 کشور جهان که مورد تحریم آمریکا قرار گرفته اند و بازاری 800 میلیون نفری را در اختیار دارند که می توان با یک استراتژی دقیق و حساب شده ، این کلونی جمعیتی را ظرف مدت پنج سال حداقل به 2 میلیارد نفر رساند.

ایجاد این باشگاه تحریمی ها ، نتیجه بازی تحریم را برای آمریکا به سمت بازی دو سر باخت هدایت می کند. آمریکا در صورتی که قصد کند کشور مخالف خود را با تحریم تضعیف و او را از جامعه جهانی جدا سازد ، کشور تحریم شده از جامعه جهانی اول کسر و به جامعه جهانی دوم که همان باشگاه تحریمی ها است افزوده خواهد شد که در نتیجه ادامه این حرکت ، آمریکا با دست خود جامعه جهانی دوم را بزرگ و بزرگتر و در نهایت تقویت خواهد کرد و اگر از بیم بزرگ شدن جامعه جهانی دوم از تحریم کشور مورد نظر عقب نشینی کند ، باختی بدتر از اجرای تحریم در انتظار آمریکا خواهد بود.

هدف از تشکیل "باشگاه تحریمی ها" ایجاد تعادل و توازن قوا در جهان است که پایه و اساس آن "نظام مترنیخ" یعنی ایجاد توازن قوا بر اساس احساس مشترک ارزش ها خواهد بود. ارزش در اینجا همان استکبارستیزی است که به قول امام صادق (ع) مقابله با ظالم و مستکبر اگر برای رضای خداوند هم نباشد اجر و ثواب خود را در بر خواهد داشت.

"باشگاه تحریمی ها" می تواند بستری را فراهم سازد تا کشور تحریم شده که به علت حفظ عزت نفس ، تقابل با استکبار و عدم عقب نشینی از آرمانها و ارزشهای خود مورد غضب و تحریم آمریکا قرار گرفته است ، اقتدارش تبدیل به قدرت شود و در پی همبستگی با دیگر کشورهای تحریم شده تبدیل به متفقینی مقتدر و قدرتمند در برابر متحدین مستکبر شوند.

طبق نظام مترنیخی که ارزش مشترک را موضوع اتحاد قرار میدهد ، برای تعادل در گستره جهانی نگاه مثبت به توازن قوا جهت ایجاد تعادل جهانی دارد اما در سطح تاکتیکی دو مدل آلمانی و انگلیسی برای توازن قوا وجود دارد. بر اساس مدل آلمانی ، ایجاد رابطه با تعداد بیشتر طرفها که یک رویکرد منفی تلقی می شود به یافتن نقاط مشترک طرفین و تعدیل ادعاها می پردازد. از طرفی نیز مدل انگلیسی به توازن قوا نگاهی مثبت دارد و طی آن ، حمایت طرف ضعیف تر در پیش گرفته می شود که اساسا بعد از تهدید ، عملیاتی می شود و عملکردی انفعالی دارد.

بر این اساس؛ نتیجه تشکیل "باشگاه تحریمی ها" توازن مثبت قوا در راستای تعادل جهانی خواهد بود که بازیگران ضعیف را تا مرحله رودرویی با بازیگران بزرگ و مستکبر تقویت خواهد کرد. در این بین مدل آلمانی ایجاب می کند تا ایران برای تشکیل باشگاه تحریمی ها با ارتباط گیری با کشورهای تحریم شده به بهانه نقطه مشترکی به نام مبارزه با تحریم استکبار (آمریکا) آنان را از جامعه جهانی فعلی منفک و جامعه جهانی جدید را رقم بزند و در مرحله بعدی طبق مدل انگلیسی که حرکتی انفعالی است و پس از تهدید وارد عمل می شود ، با ارتباط گیری و دعوت دیگر کشورهای جهان منجمله کشورهای 5+1 (بجز آمریکا) به عنوان اعضای ناظر یا افتخاری ، رویکرد مثبت را در این توازن قوا رقم بزند.

 

برای این مهم می توان روابط اقتصادی و سیاسی کشورهای تحریم شده را پس از تشکیل یک جامعه جهانی جدید باز تعریف کرد تا جایی که ارز مشترک یا ارزی واحد را جایگزین دلار کرد. باشگاه تحریمی ها یا همان جامعه جهانی نوین ، بازاری کمتر از یک میلیارد نفر را در بر دارد که میتواند ضمن پوشش نیازهای یکدیگر با جذب دیگر کشورهای جهان تا تشکیل یک سازمان ملل جدید پیش برود.

و در نهایت تنها راه مهار پایدار تحریم ها ، تشکیل باشگاه تحریمی ها خواهد بود که با تشکیل این باشگاه عرصه نوینی از استکبارستیزی در جهان بوجود خواهد آمد.

The Necessity of Forming the Club of the Sanctioned

 

In the last three decades, the US has shown that it is still doubtful about choosing between the Wilsonian and Jacksonian schools by repeatedly changing its strategies in West Asia, and that it cannot choose and adhere to a single school. The fact that sometimes it starts an all-out war to promote democracy and, at other times, uses color revolutions in order to preclude an all-out war implies US’s inconsistency in its major foreign policies.

The dynamism of policy at tactical or operational level may imply creativity, however, the most creative way is to create general and special structures that are based on mutual principles. This requires adopting constant, unchanging principles.

The core principles of US foreign policy in the 19th century were based on the Jacksonian School according to which military intervention in various regions of the world was accepted and the interests of the US were the focal point of strategic planning. However, in the 20th century, President Wilson founded the Wilsonian School in foreign policy, based on which values and noble ideas were emphasized upon instead of American interests and war was discarded as the main tool for furthering foreign policies. In addition, attempting to create a balance among global powers according to democracy was adopted as the main policy for preventing war.

Yet, the "system of sanctions” (in tactical level) is an indication of the US’s indecision in choosing a single constant school in foreign policies. Sometimes, a country like Iraq is sanctioned in various economic areas in order to be attacked after the decline of its military and civil power and occupied through an all-out war. At other times, a nation like Iran, against which the US is unable to use military invasion, is sanctioned in order to tire out the populace from the anti-imperialistic policies of the government, leading to a confrontation between the people and the government in a color revolution, enabling the US to require a regime change in the name of democracy and ask for regaining the rights of a majority who have become economically weak after years of sanctions and can no longer confront imperialism and tolerate the embargos.

As quoted from Henry Kiesinger, the veteran American politician, "the main purpose of politics is to create a balance and equilibrium of power and the US must adopt the policy of sanctions against some nations and governments in order to isolate them from the global community, intending for them to either withdraw from their ideals or be occupied and invaded with minimum expenses when weakened.” Here, the question is whether there is a fundamental policy in order to counter the "system of sanctions” strategy of the US.

Can a country which is sanctioned by the US play the game of sanctions in a way that leads to a lose-lose condition to the US, or are they supposed to only think of the consequences of sanctions that at best, enables them to weaken some of the these effects at great expenses? Is it possible to manage the game of sanctions – the rules of which are made by the US – in a way that America finds itself the loser whether it applies or withdraws from the sanctions?

The theory of "magnetic policy" can be used for such a strategy. According to this theory, in the presence of negative and positive poles that are in conflict, introducing a new phenomenon that requires this conflict can lead the game to our desired direction, meaning that the confrontation of two opposite poles can be used for our objective. Our objective might be favored or disliked by either or both of the sides, however the main point in magnetic policy is that the conflict between two opposite poles is the requirement for introducing a new phenomenon in between. Now, such a confrontation has occurred after sanctioning individuals and companies in 25 countries by the US, making it a potential opportunity that can turn into an actual one by forming a "Club of the Sanctioned”.

The main point of the formation of the Club of the Sanctioned is economy, and its spirit and essence confronting the monopoly and power ambitions of the US.

According to the list published by the treasury of the US in 2014, Belarus, Myanmar, Cuba, Democratic Republic of Congo, Iran, Serbia, Macedonia, West Balkan countries, Iraq, Ivory Coast, Lebanon, Libya, North Korea, Somalia, Sudan, Syria, Yemen, Zimbabwe, and Liberia have been sanctioned by the US via 23 acts issued by the White House. After 2014, many individuals and companies from various countries such as Russia and Turkey have been added to this list.

One of the parts of magnetic policy deals with designing the new phenomenon in such a way that one of the two poles of the conflict be fated to losing under any circumstance, whether they withdraw from or continue the confrontation. If they withdraw, it is a type of defeat in itself, and if they continue, they face a situation controlled by the other side or the third player that leads to nothing but failure.

According to the theory of magnetic policy and to find a solution for the system of sanctions in an asymmetric manner, the formation of "the Club of the Sanctioned” can turn the threat of sanctions into a great opportunity; A club that consists of 25 nations sanctioned by the US, offering a market with 800 million people. Using an accurate and well-calculated strategy, this population can be increased to at least two billion within five years.

The formation of the Club of the Sanctioned can lead the US to a lose-lose situation in the area of sanctions. If the US attempts to isolate and weaken a nation using sanctions, the sanctioned country will separate from the first global community but join the second one, which is the Club of the Sanctioned. As a result of continuing this movement, the US enlarges and empowers the second community with its own hands. In case it refrains from sanctioning the other country due to concerns about expanding the second global community, it faces a defeat worse than that of the case of executing the sanction plan.

The objective of forming the Club of the Sanctioned is to establish a balance of and equilibrium of power in the world which is based on the "Metternich system”, that is, balance of power based on shared values. Here the value is opposition to imperialism. As stated by Imam Sadegh, opposing the tyrant and imperialist has its merits and reward even if not done for the sake of God.

The Club of the Sanctioned can form a context in which the sanctioned nation which is subjected to the anger and sanctions of the US due to its attempts for opposing imperialism, upholding its national pride and persisting on its ideals, can turn its potential into power, forming a strong alliance with other sanctioned countries against the forces of imperialism.

The Metternich system which introduces shared values as unifying factors has a positive view towards balance of power for maintaining global balance. However at tactical level, there are the two German and British models for balance of power. According to the German model, forming relations with more parties, which is a negative approach, helps with finding shared points and the balancing of claims. On the other hand, the British model also has a positive view towards balance of power, in which the weaker side is supported. This model is put in action after a threat, and has a passive behavior.

On this basis, the formation of the Club of the Sanctioned results in a positive balance of power towards crating global balance, and reinforces the weaker player to the point of confronting great and imperialist players. Here the German model implies that Iran attempts to use a shared point (opposing the sanctions applied by the imperialist (US)) in order to form relationships with other sanctioned countries, separating them from the existing global community and forming a new one. In the next phases, according to the British model which consists of passive movement and acts after threatening, it must form relationships with other nations and issue invitations (including with the 5+1 countries with the exception of US) as honorary or observer members, in order to perform the positive approach in this balance of power.

For this purpose, it is possible to re-define the economic and political relationships of the sanctioned countries following the formation of a new community, to the point of substituting a new shared currency instead of US dollar. This new global community consists of a market smaller than 1 billion people, and can go as far as forming a new United Nations while the members provide for the needs of one another.

At the end, the only solution for sustainably dealing with the sanctions is the formation of the Club of the Sanctioned. Forming this club creates a new area of anti-imperialism.
